NEW YORK CITY CHARTER SCHOOLS CONTINUE TO PERFORM WELL ON STATE ASSESSMENTS

Charter Schools See Strong Gains in MATH, While ELA Scores Are Unchanged

Black and Latino NYC Charter Students Continue to Outpace White Students Statewide, Erasing The Proficiency Gap

(NEW YORK) – Today, the New York City Charter School Center welcomed yet another year of solid test results as the State Education Department released the 2018-2019 state ELA and Math scores for the 3rd-8th grade assessments. The new data shows that NYC charter schools have once again closed - indeed, erased - the proficiency gap between students of color and white students statewide on this important measure.

“These scores are welcome because they show, once again, that New York City charter schools are working. They are continuing to outperform schools statewide, and they are closing critical achievement gaps across New York. High results among city charters are indeed the norm year after year,” said James Merriman, CEO of the New York City Charter Center. “We are also pleased to see some gains for the city’s traditional district school students. These scores are a testament to the hard work of all of our teachers, educators, and school leaders – both in charter and district schools. As always, though, there is more work to do and more progress to make.”

The new data show that charter schools continue to close achievement gaps across New York and outperform schools statewide:

  • Overall, NYC Charter students have a proficiency rate of 57.30% in ELA, while the statewide proficiency rate is 45.36%. On the Math tests, the rates are 63.22% and 46.73%.

  • Black NYC charter school students have a proficiency rate of 58.15% in ELA, while the statewide proficiency rate for white students is 51.22%. For math, the rates are 63.87% and 55.50%, respectively.

  • NYC charter schools continued a long-held pattern of both Black and Latino students having far higher chances of reaching Level 4 (Advanced Proficient) than their NYC district counterparts. While exact comparisons are difficult between NYC charter schools and NYC traditional district schools for a number of reasons, it is striking that in math, Black students are three and a half times more likely to reach Level 4; for Latino students that differential is slightly less than three times. Notably, in math, Black charter students’ Level 4 proficiency rate is almost that of White NYC students. ELA rates are also higher (twice as likely for Black students).

  • ELA scores for NYC charter school students held flat; the district experienced a small gain of 0.7 of a percentage point. In math NYC charter school students saw a gain of 3.70 percentage points; the district equivalent gain was 2.85 percentage points.

With more than 48,300 students without access to seats in New York City alone, the Charter Center and other advocates have called for removing current arbitrary restrictions on creating more charter schools in New York City. Currently, there are zero charters available to be issued in New York City even though there is a backlog of school leaders and teams seeking to open more high-quality schools.
