Students with Special Needs in NYC charter schools

The Charter Parent Action Network (CPAN) has spent weeks advocating for New York State Bill S.2450 (Flanagan)/A.4315 (Camara), informally known as The Charter School Students with Special Needs Act. This Act would let charter schools serve students with special needs as part of a consortium, which would offer different services at different sites, without making students transfer or enter another lottery.
