ELL Recruitment Guide

As public schools, New York City charter schools seek to serve and best educate all students, including students whose primary language is not English. Successfully recruiting these English Language Learners (ELLs) depends on much more than the usual outreach and marketing. The Child Assistance Program (CAP)

The Child Assistance Program (CAP) is a computerized data collection system that was developed and implemented as a result of the 1979 Jose P. federal court decision, mandating the New York City Department of Education to develop a data system to track the process students go through when referred for possible special education services.  The website is here.
