Do charters follow the same policies as public schools?

Charter schools operate independently, meaning they are governed by a not-for-profit board of trustees.  They are exempt from many state and local regulations regarding curriculum development, personnel hiring, and financial management.  However, all charter schools are accountable for student achievement on state exams; students must take and pass NY Regents exams.
